This is Dick Grayson from Batman Beyond 2.0. Two things: 1st I find it eerie that Dick lost his eye... like someone else we know. 2nd: This is the second time that an older Dick is being portrayed with greying at the temples. First being, if you've guessed, Kingdom Come.

The concept of them being the 'older' big-bro generation, and then who I assume is Tim to be all miffed that his big brother has to come in and fight the fights, as if this is some school-yard bully and he's embarrassed.
