He didn't respond right away, and the dramatic pause wasn't for effect.
It was just...Robin was all-eyes--mask, for Babs. And so was he.
"Could be better. I've taken all the necessary precautions Robin."But he recalled how crazy she'd been for the other guy at that point, and it made him nervous that they'd opened up a whole can of worms that neither of them had really meant to. It made him feel like the third wheel again. He'd always been left with hands jammed into his pockets, then wiping his runny nose, then scratching his unruly lighter-at-the-time carrot-coloured tufts, watching Barbara practically jumptackle Robin whenever he'd find them in games of hide-and-seek. And he always would, too. Without fail; 5 minutes or less. It was almost like she had a homing beacon and he was the only one who could lock onto it as quickly as she could send the signal out. Sure, Green Arrow had complimented Speedy on his quickness and Master Detective skills, but he knew compared to Robin and Big Bats, what he could do was nothing. He felt a little smug, having gotten to play nurse for the girl, unaware the entire time she was thinking about the other man just as much as he was fretting over Raven.

How much was she hurting?
Was she..crying?
Did she...utterly despise him?
What were the two of them getting themselves entrenched into, that they could be in direst straits and be longing for Robin and Raven instead of clinging to each other.
"S'beat me up more than once. So she'll pull through, isn't that right, Little Mermaid?"
It was time to rouse her for a moment as concussion first-aid indicated, although it was a shame to waste this scene; if Robin hadn't come in, he might've tried to kiss her again, bring her back to life, the waking world, like in one of his favourite fairytale happy endings. This was the way he was transfixed on her now unmasked face. He administered the AVPU test, irritating though it was, checking whether she was alert to answer the question now awake, she responded to voice, responded to pain or touch (here he squeezed her hand a smidge), and would thereby know if she was unresponsive to anything aforementioned.
Speedy hoped by uttering the quiet sentence, even if she would have so happened to open her eyes to Robin's face on her right first, even if she wanted to look at Robin first, that she'd be alerted by his voice and look at him first.
Batgirl didn't have to speak to him first.
She just had to look at him first.
Otherwise, what was he hurting Raven like this for? What had it all been for?
